I see the glove come down to the ground near the elbow area, but I don't see conclusive proof that a tag was applied to the arm at that time. Note, the result was a "call stands," not a "call confirmed." Yes, it's very close and it does look like, if the tag was indeed applied at that time, the runner would be out. But because he was called safe initially, you need something well beyond "looking like" the tag was applied.
