Upon Replay Review as the result of a challenge by White Sox manager Pedro Grifol, Marquez's call was overturned to safe (drop). Martinez Accuses Elly De La Cruz of Illegal Bat - Rules Recap

Nationals manager Dave Martinez accused Reds 3B Elly De La Cruz of an illegal bat prior to his first plate appearance of the game, spurring Crew Chief Adrian Johnson's call to Replay HQ and HP Umpire Quinn Wolcott's order to remove a data capture tool on the knob of the bat. De La Cruz got the last laugh, hitting a home run several innings later...while using the same bat with the knob cap back in place.

Although Official Baseball Rule 3.02 describes a legal bat (and what alterations potentially could make it illegal), OBR 6.03(a)(5) concerning batter illegal action is the meat of the illegal bat issue.

It delineates what exactly makes a bat illegal—namely, that it has been "altered or tampered with in such a way to improve the distance factor or cause an unusual reaction on the baseball. This includes bats that are filled, flat-surfaced, nailed, hollowed, grooved or covered with a substance such as paraffin, wax."

This rule imposes a penalty of declaring the batter out for the illegal bat, removing the bat from the game, and ejecting the player to boot, where the Commissioner's Office may then opt to impose additional penalties, fines, and suspensions.

OBR 6.03(a)(5) MLBUM interpretation lays out the policies for illegal bat inspections: "Each manager is limited to making this request one time per game." Thus, Davey's 2nd inning request precluded him from making another request in the 5th inning when De La Cruz returned to home plate with the data device once again on the bat.

Lindsay's Call: Finally, my issue with this entire episode is the same issue I have with managers requesting substance inspections or equipment inspections of opposing pitchers: if the manager is wrong, there is no penalty for the failed request. I would prefer MLB took a page from the NHL and adopt a failed challenge penalty akin to hockey's rule regarding failed illegal stick challenges: "If the complaint is not sustained, a bench minor penalty shall be imposed against the complaining Club."

Baseball obviously has no such "minor penalty," but that's what Rules Committee is for...

Ghani Ejects LeCroy After Computer Ball/Strike Call

HP Umpire Darius Ghani ejected Rochester Red Wings manager Matthew LeCroy after IronPigs batter Weston Wilson's successful challenge on an apparent inning-ending strike three call, reversed by computer to ball three instead, extending the frame as Rochester was on its way to the dugout.

With two out and one on, Wilson took a 2-2 pitch from Red Wings pitcher Wily Peralta for a called third strike. After the call, Wilson animatedly tapped his helmet to signify a challenge request, which HP Umpire Ghani acknowledged with a head-tap of his own, resulting in an overturned ruling as the computer deemed the pitch low for ball three.

LeCroy was then ejected for arguing a combination of the replay result and Ghani's acceptance of Wilson's challenge. By rule, a pitch location challenge filed by the batter, pitcher, or catcher shall occur immediately after the call in question and replays indicate that although Wilson did react to the initial call, he fairly quickly signaled a challenge via the hand-to-head gesture.

LeCroy was previously ejected by Taka Matsuda in May, during a game in which both teams combined for six unsuccessful challenges as the quasi-Automated Ball Strike System (challenge) computer upheld all six Matsuda pitch calls.

HP Umpire Edwin Moscoso called #Yankees pitcher Domingo Germán's no-hitter (a perfect game) vs the #Athletics in Oakland, joined by 1B Umpire Nate Tomlinson, 2B Umpire Jordan Baker, and 3B Umpire and Crew Chief Chris Guccione.

Moscoso officiated Germán's perfect game with a net accuracy of 95.8%.

MLB Ejections 132-3 - Fletcher, Bacchus (Ross, Napoli)

1B Umpire Andy Fletcher ejected Cubs 1B Coach Mike Napoli and HP Umpire Erich Bacchus ejected Cubs manager David Ross (strike two call; QOCY) in the top of the 11th inning of the #Cubs-#Brewers game. With two out and one on, Cubs batter Dansby Swanson took a 2-1 fastball from Brewers pitcher Clayton Andrews for a called second strike. Replays indicate the pitch was located over the inner half of home plate and above the hollow of the knee (px -0.37, pz 1.63 [sz_bot 1.59 / RAD 1.47]), the call was correct.* At the time of the ejections, the Cubs were leading, 7-6. The Cubs ultimately won the contest, 7-6, in 11 innings.

Prior, Ross argued with Bacchus in the bottom of the 6th inning (but was not ejected) after Brewers batter William Contreras' soft ground ball fielded by Cubs catcher Miguel Amaya resulted in a single and throwing error when Amaya's throw to first base sailed down the foul line into right field. Bacchus ruled that runner's lane interference did not occur because Amaya's throw could not have reasonably retired the runner (presumably due to inaccuracy).

Umpire Isabella Robb's Ejection of Tarpons Manager Rachel Balkovec is 1st All-Woman MiLB Ejection

Minor League umpire Isabella Robb's ejection of Tampa Tarpons (Single-A Yankees) manager Rachel Balkovec is the first all-woman ejection in affiliated baseball and also features a key play concerning a pulled foot at first base, as well as crew consultation to help with this call. Let's review.

With a runner on first, Tarpons batter Anthony Hall hit a ground ball to Tortugas second baseman Johnny Ascanio, who threw to shortstop Victor Acosta to force out baserunner R1 Brenny Escanio at second, whose throw to pitcher Zach Maxwell covering first base arrived just as batter-runner Hall's foot came down at first base. Thus, the two elements of this play are the timing of safe/out, and also the potential pulled foot by the pitcher covering first base.

In a crew of two, although the first base umpire often can take a pulled foot on their own, the home plate umpire just so happens to be in an ideal position to provide information about a potential pulled foot by the fielder on a close play at first base. This is because the plate umpire is generally on the foul line with a perfect view of the side of the base, due to the plate umpire's positioning for officiating a potential runner's lane interference infraction on the batter-runner's part.

Here, 1B Umpire Robb initially calls the Tarpons batter-runner out at first base. Upon request from at-bat manager Balkovec, she confers with her partner at home plate, and the crew sticks with the out call after the help. Balkovec dissents and is ultimately ejected for arguing the crew's post-consultation ruling that the runner was out at first base.

Mariners' France & Rays' Paredes Collide - Was it Interference or Obstruction?

With Mariners baserunner Ty France on second base, batter Teoscar Hernandez hit a ground ball between third base and shortstop. Rays third baseman Isaac Paredes charged in to field the ball, but instead collided with Seattle baserunner R2 France, resulting in both players falling to the ground and the ball rolling into shallow left field, where it was retrieved by Tampa Bay's shortstop Wander Franco.

3B Umpire Chris Guccione called "Time" and signaled R2 France out for interference—until the crew got together and reversed course to obstruction, awarding France third base. Let's review the rulebook.

Official Baseball Rule 5.09(b)(3) pertaining to interference states, "Any runner is out when they intentionally interfere with a thrown ball; or hinder a fielder attempting to make a play on a batted ball."

OBR's definition of obstruction is "the act of a fielder who, while not in possession of the ball and not in the act of fielding the ball, impedes the progress of any runner."

Thus, we can form a rudimentary system for this type of play based on the timeline of events—namely, when the ball is still a batted ball vs when it is not a batted ball.

Batter hits ball: Fielder has right of way and responsibility to avoid belongs to runner
Penalty for runner's infraction (impeding the fielder): Interference

Fielder no longer in act of fielding: Runner has right of way and responsibility to avoid belongs to fielder

Here, we see that fielder Paredes appeared to have already attempted to field, and missed, the ball such that Paredes was no longer in the act of fielding when the impeding act (the collision) occurred. Therefore, this is obstruction—type b (or type 2) as there was no play actively being made on the runner at the time of the obstruction, the penalty for which was to do precisely what the umpires did to nullify the act in awarding obstructed runner France the base he would have achieved had obstruction not occurred (third base). Of course, the even more correct call would have been to have called it live (and thus, kept play alive), but the outcome and runner placement of first and third base seemed proper.

HP Umpire Dan Merzel ejected Yankees manager Aaron Boone (strike two call to DJ LeMahieu; QOCN) in the top of the 3rd inning of the #Yankees-#Cardinals game. With two out and one on, LeMahieu took a 3-1 changeup from Cardinals pitcher Jordan Montgomery for a called second strike.
