2021 UEFL Rules Summit Results

The 2021 Umpire Ejection Fantasy League Rules Summit is now complete with voting concluded in accordance with UEFL Rule 8-3. The 2021 Summit's results are listed below.

Items agreed to and Appeals Board retentions are indicated in green highlight below and items that failed are listed in red highlighting. Proposals that gained a majority of votes, listed in green, will become rules for the 2022 Umpire Ejection Fantasy League season upon Commissioner approval. No vacancies exist on the UEFL Appeals Board as all members have been re-elected.

Rule 1 - Selection of Umpires
Prop 1-2: Two Crew Chiefs - 61.1% NO, 38.9% Yes.

The Umpire Ejection Fantasy League Rules Summit continues with our voting stage and the 2021 Rules Summit ballot. UEFL Rule 8-3 describes this process. Visit the 2021 UEFL Rules Summit Discussion page to read all of the propositions listed herein.

This year's voting will conclude on December 24, 2021 at 11:59 PM Pacific Time.

2021 UEFL Rules Summit Discussion

The Umpire Ejection Fantasy League announces its 2021 UEFL Rules Summit, setting forth a framework for discussing issues and proposed amendments for the UEFL Rules Book ahead of baseball's 2022 season (assuming, naturally, the MLB owners-players' union lockout is settled in advance of it).

Over the next few days, this discussion thread will be a living document reflecting proposed changes to UEFL rules. Relevant dates as follows:

> Mon 12/13 thru Fri 12/17: Rules Summit discussion open.
> Weekend of 12/18: Rules Summit ballot prepared, voting begins. The ballot will remain open for at least three days.

You may propose a change to the UEFL rules by replying in a comment to this post and, accordingly, the document will be updated to reflect such proposals. Nonmaterial modifications and editorial changes will be underlined, deletions will feature strikethrough text, and material additions will be bold faced. Rationale for proposed changes and comments not part of the rule itself will be indicated in italics. See the UEFL Rules Book for reference.

Rule 1 (Selection of Umpires).

>> 1-2. Each member of the league shall select one two MLB crew chiefs to serve as UEFL crew chiefs.
Rationale: Adds a second crew chief to form a crew of six umpires. (from wwdj2200).

Rule 2 (The Season).
Rule 3 (Crew Division).

Rule 4 (League Scoring).

>> 4-4-h. An umpire whose season is recognized as Most Disappointing Season (min. 0 / max. 1 umpire) will receive -1 bonus points. An umpire may not receive this Award unless nominated by a user in the comments section of the Nominations/Awards discussion with a reason for this recognition.
Rationale: Umpires such as John Hirschbeck and Vic Carapazza have had the ballot box spammed even in years where they justifiably received a playoff assignment. (from Michael).

>> 4-8. Any umpire calling a no-hitter shall receive 3 UEFL points.
Rationale: Just for fun; an umpire having a down season can get a boost. (from Alex Cheriel).

>> 4-9. +1 point shall be given for each game in which an umpire scores 98% or greater in accuracy; -1 point shall be given for each game in which an umpire scores less than 92% in accuracy, pursuant to UmpScorecards metrics.
Rationale: Awards points to more accurate umpires and punishes less accurate umpires, according to the UmpScorecards method of calculating accuracy. (from Stephen Gossman).

Rule 5 (Statistics).

Rule 6 (Challenges and Appeals).

>> 6-2-b-7. Quality of Correctness for an ejection that occurs after umpire consultation or instant replay review, wherein the initial call was changed during or after consultation/review, shall be adjudged by the correctness of the call after consultation/review. Any ejection as a result of a Replay Review decision should be classified QOCU.
Rationale: There are so many scenarios that it is hard to judge "correctness" and distribute points fairly. The umpire who made the original call, the one who made the ejection, and the one who made the replay review are 2 or 3 different people. In the worst cases an on-field umpire receives negative points for an ejection over an incorrect replay review decision. Would remove QOC attribution of +1 (confirmed/upheld) / -1 (overturned) points for Review ejections. (from Alex Cherliel).

>> 6-4-a-5. The Appeals Board shall vote upon matters by casting a vote for "Confirm," "Uphold," "Overturn," "Defer" or "Abstain" (Present). Though a simple majority is required to reverse or defer a decision, a plurality is required to affirm a decision. Decisions shall be determined through the use of a points system in which each Confirm vote is worth +1 point, each Overturn is -1 point, Uphold is +0.5, and Defer/Abstain is +0. After tallying each vote, if the outcome is greater than or equal to zero (0), the Original Ruling shall be Affirmed; if the outcome is less than zero, the Original Ruling shall be Reversed.
Rationale: I have never been comfortable with “confirming” a ruling where NO appeals board member can say they agree with it. Upholds alone cannot IMHO be the basis for a confirmation where there are votes to overturn. A points system should help to prevent this. (from MarkCanada).

Rule 7 (Unresolved Classifications and References).

>> 8-1-h. This rule applies to all posters no matter their previous line of employment; these penalties will be enforced without bias.
Rationale: Even-handed enforcement of Guidelines and preservation of a civil atmosphere. (from Znyhusmoen).

2020 UEFL Rules Summit Discussion

The Umpire Ejection Fantasy League announces its 2020 UEFL Rules Summit, setting forth a framework for discussing issues and proposed amendments for the UEFL Rules Book ahead of baseball's 2021 season.

Over the next few days, this discussion thread will be a living document reflecting proposed changes to UEFL rules. Relevant dates as follows:

You may propose a change to the UEFL rules by replying in a comment to this post and, accordingly, the document will be updated to reflect such proposals. Rule 1 (Selection of Umpires).
>> 1-2. Prior to the beginning of the year’s regular season, and during the spring training period of the pre-season, each member of the league shall select one two MLB crew chiefs to serve as UEFL crew chief.
Rationale: To have two umpires in every category (2 cc + 2 PRM + 2 SEC). Proposed by: wwjd2200.

>> 1-4-b. Umpires classified as AAA call-ups are not eligible for draft in the secondary round.
Rationale: If a call up umpire can be a primary draft pick they should be able to be a secondary draft pick. Proposed by: wwjd2200.

Rule 2 (The Season).

Rule 3 (Crew Division).
>> 3-3. Each non-incorrect ejection committed by a UEFL crew chief’s crew shall result in the addition of one (1) point toward a UEFL member’s overall score. Each incorrect ejection shall result in the subtraction of two points (-2) toward a UEFL member's overall score.
Rationale: To treat the cc the same as the ejecting umpire by assigning negative points. Proposed by: wwjd2200.

Rule 4 (League Scoring).
>> 4-2-b-1. 2 points for an ejection occurring as a result of a player/coach arguing a correctly ruled call by the ejector that would be confirmed by replay.
4-2-b-2: 1 point for an ejection occurring as a result of a player/coach arguing a correctly ruled call by a crewmate of the ejector that would be confirmed by replay or a call by the ejecting umpire that would stand or be inconclusive via replay.
4-2-b-5: 0 points for an ejection occurring as a result of a player/coach arguing a crewmate's call that is inconclusive or would stand after replay.
Rationale: An Ejection call that is 100% correct should be rewarded with a higher point reward than a call that some may logically view as incorrect. Proposed by: Lstaben.

>> 4-2-b-4. -2 -1 or +0 points for each ejection occurring as a result of a player/coach arguing an incorrectly ruled call by a crewmate of the ejector.
Rationale: I don't think that an umpire who ejects over a crewmate's incorrect call should be penalized by two points. Maybe make it -1 or 0, a good umpire should stick up for his crew, especially young guys, when they make a mistake. Proposed by: Yeehaw.

>> 4-3-d. Postseason Replay Reviews shall be worth an additional point in both directions, such that an affirmed call shall result in +2 points while an overturned call results in -2 points. The same +2/-2 scheme shall apply to postseason Crew Division. Editor's Note: If the 4-2-b-1 / 4-2-b-2 / 4-2-b-5 proposal for ejections is adopted, 4-3-b shall be revised to indicate ejection points of: +3 QOCY (self/confirmed), +2 QOCY (crewmate/confirmed or self/stands).
Rationale: Calls made in the postseason weigh greater on the outcome of the game and series due to the small amount of games. Therefore should carry more weight in point values. Proposed by: Znyhusmoen.

>> 4-4-c. An umpire recognized as Bernice Gera Honorable Umpire of the Year (min. 0 / max. 1 umpire 2 umpires) will receive 2 bonus points.
Rationale: For those who don't know Gera, she was the first female to umpire a professional game. Proposed by: tmac.

>> 4-4-h. An umpire whose season is recognized as Most Disappointing Season (min. 0 / max. 1 umpire) will receive -1 bonus points. An umpire recognized as Comeback Umpire of the Year (min. 0 / max. 1 umpire) will receive 1 bonus point. OR change description of Most Disappointing Season to reference 'regrettable on-field incidents.'
Rationale: The disappointing award seems to be trending towards tracking a social and/or political stance with one wrong sequence rather than the expectations and results of a full season. Many of us are regulars, so we know who's okay, good, excellent, top of the class. Comeback correctly recognizes a usually good ump who had a bad previous season(s), but performed well {this} season. It could even be recognized as the Eric Cooper Comeback Award, as he had an off-year in 2018 & exceeded expectations in 2019. Proposed by: BkSl14812.

>> 4-6. Prop predictions are forecasts of what might occur during an upcoming season, series or game. They may be numerical (e.g., "On what date will the first ejection of the MLB season occur?") or objective (e.g., "What umpire will finish the season with exactly 10 ejections?").
Rationale: I propose that the section pertaining to prop predictions be eliminated as in the last couple of seasons we've not been given any prop predictions to vote on. Proposed by: wwjd2200.

>> 4-7-a-1. Calls affirmed or upheld as correct or inconclusive will result in the addition of one (1) point confirmed via replay will result in the addition of two (2) points and calls that stand via replay will result in the addition of one (1) point.
Rationale: A Replay Review call that is 100% correct should be rewarded with a higher point reward than a call that some may logically view as incorrect. Proposed by: Lstaben.

Rule 5 (Statistics).

Rule 6 (Challenges and Appeals).
>> 6-2-b-5-a: All ejections of players/coaches not on the active roster (e.g., Disabled List) as well as ejections of bench personnel shall be associated with a reason listed under aforementioned UEFL Rule 6-2-b-5 assigned a QOC of Correct.
Rationale: This shall be referred to as the "Bob Davidson Go Ump Slow Pitch Softball" rule. Proposed by: Turducken.

>> 6-4-a-1: This board shall be comprised of two UEFL Commissioners and five through seven at-large members. Board members shall rotate abstentions such that no less than three board members adjudicate each QOC appeal.
Rationale: Make 7 at large members permanent to make the appeals board always have 9 members. Proposed by: Guest.

>> 6-4-a-2-a. The pre-season election shall take the form of a plurality-at-large ranked choice voting system such that top vote recipients are elected voters rank candidates by preference on their ballots.
Rationale: I would like to propose for appeals board openings that the winner get 50% of the vote so if there is more than 2 candidates the candidate with the least votes gets eliminated after each round until someone is above 50% of the vote. [Editor's Note: Ranked Choice ensures only one cast of ballots is necessary as least-vote candidates are eliminated, if applicable. If a candidate wins a majority of first-preference votes, the candidate is declared the winner, removed, and the process repeated for subsequent vacancies. If no candidate wins a majority of first-preference votes, the candidate with the fewest first-preference votes is eliminated, applicable second-preference votes elevated as applicable, and so forth, until the winner(s) are declared.] Proposed by: Uefl Observer.

>> 6-4-a-4: At the conclusion of the season and during the Rules Summit, Appeals Board members may sit for re-election/retention. An absolute simple majority is required for re-election. If a Board member fails to ascertain this during a first ballot, a run-off may be initiated. Any vacancies remaining after the re-election process shall be subject to pre-season nomination and vote, as in 6-4-a-3.
Rationale: Because Appeals Board re-elections are conducted as separate items with only YES / NO options, a runoff is not necessary. Language should be changed from "absolute" to "simple" majority to reflect that a candidate need achieve a YES vote greater than 50% for re-election to be affirmed. Any vacancies shall be decided as part of a pre-season nomination process concurrent with registration/draft, as specified by existing rule 6-4-a-3. Proposed by: Gil.

Rule 7 (Unresolved Classifications and References).

>> 9-2. All decisions regarding challenges shall be final unless overwhelming evidence surfaces to overturn the challenged decision. This overwhelming clause challenge may only be initiated by the appellate interpreter or Appeals Board of the UEFL.
Rationale: Allow the appeals board to invoke the Finality and Overwhelming Exemption.

2019 UEFL Rules Summit Results & Runoff

The first round of voting for the 2019 UEFL Rules Summit is now complete, with all but one proposal final. The sole question for runoff consideration is whether to eliminate the Margin-of-Error for preliminary, but not post-game processed pitch location data.

Run-Off Ballot:
Prop 6-2-a: Qualified Elimination of Margin of Error
Proposes elimination of all references to Margin of Error for pitch location data if numbers have been adjusted pursuant to postgame processing. Margin of Error rules would remain in place for all numbers not adjusted via postgame processing. PRESENT RULE: Margin of error exists in multiple locations (Kulpa Rule, Miller Rule) to acknowledge various errata that exist with pitch-tracking system, including those errors indicated by the manufacturer and acknowledged by Major League Baseball including but not limited to calibration, vertical zone, 2D vs 3D zone, tracking, modeling, and capture errors. Postgame processing addresses vertical zone error by adjusting sz_bot and sz_top where appropriate. Prop 4-4: Defining Start and End of Season - 22.7% YES.
> Would have added a rule declaring when an individual umpire's season begins and ends.

Prop 4-4 AR: Fill-Ins Eligibility for Ejection of Year Award - 82.6% YES.
> Adds language to rule allowing any umpire with an ejection to receive this award.

Rule 6 - Challenges and Appeals

Prop 6-2-a: Elimination of Margin of Error - 21.4% YES.
> Would have eliminated all references to MOE. See Run-Off, Above.

Prop 6-2-b: Ball/Strike QOC Delay - 41.8% YES.
> Would have delayed ball/strike QOC until adjustment or 24 hours after game.

2019 UEFL Rules Summit Ballot and Voting

The process of changing rules for the Umpire Ejection Fantasy League continues with the 2019 Rules Summit ballot. UEFL Rule 8-3 describes this voting process.

2019 Rules Summit Discussion

The Umpire Ejection Fantasy League announces its 2019 UEFL Rules Summit, our annual forum for discussion of controversial issues which may have surfaced during the past season, setting forth a framework for rectifying these issues by amending the existing UEFL Rules Book ahead of the 2020 UEFL season.

This discussion thread is an open colloquium for proposal, discussion and debate of potential rules changes. This thread will remain open through Friday, November 22 and voting will begin Saturday, November 23—voting will not occur prior to that date. This will provide ample time for proposal and subsequent discussion of possible rules changes for next year's UEFL. If necessitated by certain below decisions, a Summit runoff ballot may be presented after the initial voting closes.

You may propose a rules change by replying in a comment to this post and the following list, accordingly, will be routinely updated to reflect such proposals. Nonmaterial proposed modifications and cascading editorial changes are underlined, deletions are printed in strikethrough and material additions are bold faced. Comments/rationale not part of the actual book are indicated by italics. Individual propositions are preceded by the ">>" bullet point symbol.

Rule 1 (Selection of Umpires).
>> 1-4-b: Eliminates entire "Live Secondary Draft" rule.
Rationale: The UEFL operates its Draft over an extended time period such that this rule no longer is applicable (Submitted by: UEFL Guest).

Rule 2 (The Season).

Rule 3 (Crew Division).
>> 3-6: An umpire shall receive the following bonus points applicable to Crew Division for postseason assignments, in addition to any other points applications in this code: +1 for Wild Card Game Crew Chief, +2 for Division Series Crew Chief, +3 for League Championship Series Crew Chief, +4 for World Series Crew Chief.
Rationale: they are being chosen to be a crew chief so it makes sense that the receive points in the crew chief division (Znyhusmoen).

Rule 4 (League Scoring).
>> 4-2-b: +1 points for an ejection occurring as a result of a player/coach arguing a correctly ruled call by a crewmate / -2 points for an ejection occuring as a result of a player/coach arguing an incorrect ruled call by a crewmate.
Rationale: I believe that an ejection by a non-calling umpire should not be assigned a point value in the standings. The reason for this is that in the vast majority of cases, the ejecting umpire is not responsible in any way for either a correct/incorrect call by another umpire, and for them to be penalized (or rewarded) for an incorrect call someone else made is unfair, in my opinion (JakeUmp).

>> 4-2-b-1: 2 points for an ejection occurring as a result of a player/coach arguing a correctly ruled call by the ejector correct call that would be confirmed by replay.
4-2-b-2: 1 point for an ejection occurring as a result of a player/coach arguing a call that would stand or is inconclusive by the ejecting umpire or for a correct call by a crewmate.
4-2-b-5: 0 points for an ejection occurring as a result of a player/coach arguing a crewmate's call that is inconclusive or would stand after replay.
Rationale: An Ejection call that is 100% correct should be rewarded with a higher point reward than a call that some may logically view as incorrect (Lstaben).
>> 4-7-a-1: A call confirmed will result in the addition of two (2) points.
4-7-a: A call that stands will result in the addition of one (1) point.
Rationale: A Replay Review call that is 100% correct should be rewarded with a higher point reward than a call that some may logically view as incorrect (Lstaben).

>> 4-3-b-4: During the Post-season, ejections as a result of an incorrect call by a crewmate will result in the application of minus two (-2) minus three (-3) points.
Rationale: During the regular season, QOCN by another ump reduces the points from that ejection down to zero for a primary ump. This is just making it the same in the postseason [since postseason base points are +3 instead of +2]. It's a minor change, but I feel like it would be more symmetric, especially because [calling] QOCN drops to -6 for the postseason (Kieros).

>> 4-4: any of several characteristics throughout the season. An individual umpire's season begins with that umpire's first on-field appearance during the preseason and concludes with that individual umpire's final on-field appearance during the regular or postseason. 
Rationale: This makes it clear when off field actions may be used as a basis for awards for a specific season. These awards should be judge based solely on an umpire's performance and actions during their season, not the MLB season (Garrett Webster).

>> 4-4-AR: Fill-In umpires that work a minimum of 115 games over the course of the season shall be eligible to receive awards a-e, and h. All umpires with an ejection shall be eligible to receive the Best Ejection of the Year award.
Rationale: Formally establishes that all umpires, including call-ups, are eligible for Ejection of the Year (Michael).

Rule 5 (Statistics).

Rule 6 (Challenges and Appeals).
>> 6-2-a and -b: Eliminates all references to Margin of Error.
Rationale: By using a MOE, you're unfairly giving more credit to the calling umpire, leading to a larger percentage of "correct" calls as it relates to ball/strike ejections. If MLB is using a system that allows the adjustment of pitch locations after the game is complete, then no MOE should be used to determine the accuracy of the pitch location - the "adjusted" location (probably better defined as "final location" or "reviewed location", as there's a chance it's not moved after review) should be considered the most-accurate rendering of a pitch's location (yawetag).

>> 6-2-b: QOC for Ball/Strikes shall be determined at the earlier of the following:
1) Adjusted numbers are released, or;
2) 24 hours after the end of the game.
Rationale: The delay allows time for more-accurate numbers to be posted. This delay will prevent adjustment of points earned and less confusion to members who may not see updates to the original posts (yawetag).

Rule 7 (Unresolved Classifications and References).

Rule 9 (Unaddressed and Authorized Provisions).

2018 UEFL Rules Summit Ballot and Voting

Voting is now open for the 2018 UEFL Rules Summit. Visit the Discussion thread for a detailed look at the various proposals and items up for consideration in this year's ballot.

Each measure up for vote is listed in the following ballot, including descriptions. Upon Commissioner approval, all proposals receiving a majority of votes, or a plurality where appropriate pursuant to Rule 8-3, will become rules for the 2019 UEFL season. Each at-large Appeals Board member receiving a majority of votes cast in the affirmative shall be re-elected to next year's UEFL Appeals Board.

The Rules Summit ballot will close Wednesday, November 21, at 11:59 pm PT. A run-off ballot and/or election, if necessary, will follow.

The 2018 Rule Summit includes 11 Rules proposals, and five Appeals Board retention polls. You may vote in as many or as few polls as you wish, but only may submit one ballot. Rule 1 (Selection of Umpires).
>> 1-2. ...each member of the league shall select one two MLB crew chiefs to serve as UEFL crew chiefs.
Rationale: Adds a second crew chief to list of drafted umpires (+ 2 cc).
>> 1-6. Subsequent to the Secondary Draft, each league member shall select one umpire chosen only from the list of umpires classified as "AAA" or fill-in.
Rationale: Adds a call-up umpire to the list of drafted umpires (+ 1 AAA).

Rule 2 (The Season).

Rule 3 (Crew Division).
>> 3-3. Unless otherwise specified by Rule 4, each non-incorrect ejection committed effected by a UEFL crew chief's crew shall result in the addition of one (1) point, and each incorrect ejection shall result in the subtraction of one (-1) point, toward a UEFL member's overall score.
Rationale: Penalize crew chiefs whose crew's ejections are associated with QOCN.

Rule 4 (League Scoring).
>> 4-8. Ball/Strike Accuracy Reward. An umpire shall be awarded one bonus point for scoring a 98% or greater plate score on any given night.
Rationale: We already award points for replay reviews even if they don’t result in ejections so also have a reward for umpires who have a stellar plate job even if no ejections take place.
>> 4-9. Ejections shall be attributed or penalized with additional points subject to the reason for ejection (structure to be determined by run-off ballot).
Rationale: None given.

Rule 5 (Statistics).

Rule 6 (Challenges and Appeals).
>> 6-2-b-5. The Quality of Correctness for all ejections for reasons of Fighting, Throwing At, Unsportsmanlike Conduct-NEC or Excess Contact shall be adjudged as "Irrecusable" by default...Ejections for throwing equipment and Throwing At shall be judged individually with no such default status, and may receive a QOCY/QOCN determination.
Rationale: Apply QOC standard specifically for Throwing At ejections to determine whether the underlying call (Pitcher intentionally threw at batter) was correct or incorrect, as opposed to irrecusable. A vote in the affirmative will trigger a run-off ballot to determine how to adjudicate QOC (Original Ruling vs Appeals Board, etc.).

>> 6-2-b-5.
Rationale: Eliminates QOCU (Irrecusable) as an ejection quality position and requires all ejections be adjudged as CORRECT or INCORRECT.

>> 6-3. In the event that Statcast and/or Pitch f/x shows the location as both off the plate (px > |0.831|) AND above / below the strike zone (pz < sz_bottom - 0.245 or pz > sz_top + 0.245) than the correct call shall be BALL even if the pitch is within the Margin of Error for both section 1) and 2) above. This may be referred to as the Dale Scott rule.
Rationale: UEFL pitch calling works on the assumption that there is a one inch Margin or Error for Statcast / Pitch fx. When a pitch is recorded by this Statcast / Pitch fx as being within the margin of error it is treated as being in the BORDERLINE area and the call on the field is always deemed correct. This change proposes that a pitch that is in the BORDERLINE area but both off the plate and above / below the zone be ruled as a BALL for purposes of determining QOC.

From a statistical measurement point of view. There is less then a 50% chance that either measurement (px, pz) is actually within the zone, when combined it means that a pitch recorded in the area will actually have been a ball more then 75% of the time.

From a baseball perspective, as Dale Scott points out, "no one expects it to be called a strike."

>> 6-4-a-1. This board shall be comprised of two three UEFL Commissioners, one Charter Member, and five through seven five seven at-large members.
Rationale: The permanent members of the UEFL Appeals Board are: Gil (Commissioner), tmac (Commissioner), Jeremy (Commissioner), and RichMSN (Charter Member). Five at-large members are then selected for a total of nine Appeals Board members. This proposal would expand the Appeals Board to a body of eleven (adds two seats).

Rule 7 (Unresolved Classifications and References).

Rule 8 (Umpire Odds & Ends and Community Issues).
>> 8-1. Comments shall be restricted to members registered with the DISQUS commenting platform.
Rationale: Turns off guest comments in hopes of reducing spam, violative content, and/or trolling.

Rule 9 (Unaddressed and Authorized Provisions).

>> Shall all current (as of 2018) at-large members of the UEFL Appeals Board be granted permanent membership on the UEFL Appeals Board?
Rationale: To reduce turnover and garner greater consistency among the board's rulings.

The following are results of the 2017 UEFL Rules Summit. Notable changes for 2018 include elimination of the Triple-A ejection bonus point, renaming of the Declining Umpire Award to Most Disappointing Season, elimination of the Worst Umpire of the Year Award, and 30+ day absence replacement eligibility. Appeals Board re-election results are also posted.

     4-2-a-2. 2 points for each ejection by a primary MLB umpire...
COMMENT: Eliminates bonus point for QOCY and QOCU ejections by a AAA-level umpire.
>> 4-2-b-3-i. +2 points, applied concurrently with -4 QOCN (thus, -4 + 2 = -2) for a QOCN ball/strike ejection wherein the umpire achieved 95.0% or greater accuracy for the entire game. [AND]
     4-2-b-3-ii. +1 points, applied concurrently with -4 QOCN (thus, -4 + 1 = -3) for a QOCN ball/strike ejection wherein the umpire achieved 93.0-94.9% accuracy for the entire game.
COMMENT: Allows umpire to earn points to mitigate the -4 QOCN penalty based on whole-game performance.

>> 6-2-b-1. In rendering QOC regarding a pitch location (ball/strike), Pitch f/x, or Statcast, whose titles shall herein be used interchangeably, shall be the primarily cited source.
EDITORIAL CHANGE: 6-2-b-2. ...shall be calculated using pitch f/x, or statcast, data.
COMMENT: Acknowledges MLB/MLBAM's change to the Statcast platform while allowing the "Pitch f/x" phrase to continue to be used, so as to maintain consistency in identifying the stats' purpose.
>> 6-2-b-5. A balls/strikes ejection concerning multiple similar ball/strike calls during the same at-bat may be deemed irrecusable if the multiple calls were consistently officiated, even if otherwise QOCY or QOCN. May be referred to as the "Meals Rule."
COMMENT: Neither rewards nor punishes umpire whose pitch calls were consistent during the eventful AB.
>> 6-2-b-5-c. Ejections for the reason of "Check Swing" shall be adjudicated based on whether the batter attempted to strike the pitch as the pitch crossed home plate automatically, be referred to the UEFL Appeals Board for QOC determination. No UEFL Challenge shall be accepted for any such ejection.
COMMENT: Eliminates automatic Appeals Board review of check swings and restores the ability of the membership to challenge the Original Ruling via referral to the Appeals Board.
>> 6-4-a-3. At-large terms shall be limited to two years one year in length with no term limits.
COMMENT: Extends at-large UEFL Appeals Board terms from one to two years (3 elections each year).
>> 6-4-a-4. At the conclusion of the season and during the Rules Summit, Appeals Board members may sit for re-election/retention. An absolute majority is required for re-election. If a Board member fails to ascertain this during a first ballot, a run-off may be initiated.
COMMENT: Eliminates Appeals Board re-election vote prior to the general pre-season election.
>> 6-5-a. In the event that a play under appeal can be conclusively categorized or adjudged as Correct/Incorrect as a result of this action, through the use of conclusive and/or clear and/or convincing evidence, the appeal shall be either Upheld or Denied Original Ruling shall be confirmed or overturned, as specified in Rule 6-4-b-1 or -2, respectively.
COMMENT: Aligns language with actual voting terminology used by the UEFL Appeals Board.
>> 6-5-b. In the event that a play under appeal cannot be conclusively categorized or adjudged as Correct/Incorrect as a result of this action, through the lack of conclusive nor clear nor convincing evidence, the appeal shall be upheld or deferred, as specified in Rule 6-4-b-2 or -3, respectively.
COMMENT: Aligns language with actual voting terminology used by the UEFL Appeals Board.
>> 6-5-c-5-b. YES (Defense) = x-2, 1-x, 2-x, 3-1, or 3-2 or 3-x ==> Called Ball. [AND]
     6-5-c-5-c. NO (Offense) = 0-0, 1-0, 2-0, 3-0 ==> Called Strike.
RATIONALE: Changes ball/strike ejection pitch count criteria, specifically related to a 3-0 pitch ruled a "strike." Disqualifies a 3-0 strike from being considered as having "realistically resulted in a different outcome of the at-bat," provided the ejection occurred after the at-bat's conclusion or other subsequent pitch (e.g., an ejection after the 3-0 pitch, but prior to the 3-1 pitch, will still be QOC adjudicated based on the QOC of the strike one call).


Rule 7 (Unresolved Classifications and References).

Rule 8 (Umpire Odds & Ends and Community Issues).
>> 8-1. Comments shall be restricted to members registered with the DISQUS commenting platform.
COMMENT: Turns off guest comments; reduces likelihood of spam, violative, and/or trolling.
>> 8-1-h. Any removed comment shall result in a seven-day penalty wherein the offending author may not receive league points for a seven-day period, beginning after comment removal.
COMMENT: Creates a stricter penalty for removed comments; eliminates penalty discretion.
>> 8-5. A grand prize shall be instituted and awarded to the UEFL member who earns the most points at the end of the postseason. As such, a league entry fee shall be imposed at an amount set by the Commissioner, which must be paid prior to the start of the regular season.
     Note: Pursuant to Rules vote, participation in the official Umpire Ejection Fantasy League shall remain free of charge to members.
COMMENT: Adds a prize for the winner while instituting a registration fee; eliminates free play.

Rule 9 (Unaddressed and Authorized Provisions).

Following the 2017 Rules Summit's discussion phase, voting will occur. No voting shall take place prior to 11/16, until the discussion phase has ended and all proposals become part of the finalized ballot.
