Runner Misses Base in Boston, But Replay Says He's Safe???

When Replay Review ruled Rangers batter-runner Wyatt Langford safe at first base, even though he failed to touch it on an infield ground ball, Red Sox manager Alex Cora visited umpire Dan Iassogna for a "call confirmed" explanation. Soon after, Cora walked back to Boston's dugout, appearing satisfied with the crew chief's rationale...so what was the reason Houck was safe?

With one out and two on, Rangers batter Langford hit a ground ball to Red Sox pitcher Tanner Houck, who threw low to first base, where first baseman Romy Gonzalez failed to catch the low throw as batter-runner Langford danced around Gonzalez to avoid him.

1B Umpire Adam Beck slowly gestured "safe" as Boston opted to challenge the call, alleging that Langford was actually out because first baseman Gonzalez did eventually pick up the baseball while standing on first base.

Replay Review returned a "call confirmed" decision, ruling the runner safe at first base, even though the runner missed the bag on his initial run through and even though the fielder's foot was in contact with first base, while he held the baseball, before the runner could return to touch the missed base.

This is an appeal play pursuant to Official Baseball Rule 5.09(c)(2), which states, "Any runner shall be called out, on appeal, when: With the ball in play, while advancing or returning to a base, they fail to touch each base in order before they, or a missed base, is tagged."

An appeal is defined as "the act of a fielder in claiming violation of the rules by the offensive team," and the MLB Umpire Manual includes a case play whose scenario mirrors that which occurred in Boston.

It states, "Batter-runner hits a ground ball and beats the play at first base but misses the bag...The proper mechanic is for the umpire to make no call on the play because the batter-runner has not yet touched first base. If the defense appeals by tagging the runner (or base) and appealing that the runner missed first base before the runner returns to first base, the batter-runner would be declared out."

Accordingly, Replay Review applied the MLBUM case play to adjudicate this sequence. The runner is ultimately safe because Boston failed to make a clear and unmistakeable appeal claiming a violation of rules by the offensive team, which is a higher standard than a simple tag out. Whereas inadvertently stepping on the base while holding the baseball might result in an out during a force play, this is insufficient to effect an appeal because it lacks clear communication to the umpire of intent to appeal a violation of the rules.

The only part of this play officiated improperly therefore was the umpire's safe mechanic: the proper mechanic is to make no call until either the defense appeals or the runner returns to touch the missed base. But without a defensive appeal, the runner is safe regardless for having beaten the play.

With none out and one on, Angels batter Mickey Moniak attempted to check his swing on a 1-2 sinker from Astros pitcher Caleb Ferguson, ruled a hit-by-pitch by HP Umpire CB Bucknor and affirmed as no swing on appeal by 3B Umpire Iassogna. Upon Replay Review as a result of a challenge by Angels manager Ron Washington, HP Umpire Bucknor's foul ball call was overturned to a hit-by-pitch. Replays indicate the pitch hit Moniak's hand, the call was correct. At the time of the ejection, the Astros were leading, 6-1. The Astros ultimately won the contest, 6-4.

Cecconi Notches 1st Career Strikeout on Crotch Catch

Diamondbacks pitcher Slade Cecconi earned his first career strikeout via Replay Review after Giants batter LaMonte Wade foul tipped a 3-2 fastball into Arizona catcher Jose Herrera's crotch, whereupon the ball was held against the player's body before being collected by his hand, without the baseball ever having touched the ground.

Thus, Torey Lovullo won his 1st inning challenge with Replay Review overturning HP Umpire Gabe Morales' original ruling that the ball had struck Wade's hand, as in a hit-by-pitch, with Crew Chief Dan Iassogna announcing the call was overturned due to clear and convincing video evidence that the ball struck batter Wade's knob of the bat before striking catcher Herrera, with the ball ultimately entering Herrera's control by hand or glove/mitt.

This unique strikeout would not have been possible in 2019, as the 2019 version of Official Baseball Rule 5.09(a)(2) required that a foul tip "goes sharp and direct from the bat to the catcher's hands" before being legally caught. The 2019-era rule required a catch due to a foul tip in this scenario to have "first touched the catcher's glove or hand" (such that Herrera's crotch catch would not be a legal catch due to the ball having failed to first touch the catcher's glove or hand). The proper call under the 2019 ruleset would be a foul ball (no catch, ball is dead).

In 2020, however OBR 5.09(a)(2) changed to reflect additional foul tip possibilities for "a batter is out when": "A batted ball goes sharp and direct from the bat to the catcher and is legally caught. It is not a foul tip unless caught, and any foul tip that is caught is a strike, and the ball is in play." On any foul tip, including caught foul tips for third strikes, the ball remains live and in play.

Two Torontonians Tagged on Third Base - Who is Out?

Trapped in a rundown, Blue Jays baserunner R3 Brandon Belt retreated to third base, only to find following runner R2 Matt Chapman standing on the base. Orioles catcher Adley Rutschman tagged both and 3B Umpire Adam Beck called preceding runner R3 Belt out...was this the correct ruling?

Toronto batter Danny Jansen's infield ground ball-turned-fielder's choice brings up the two runners-one-base discussion and reference to Official Baseball Rule 5.06(a)(2), which states, "Two runners may not occupy a base, but if, while the ball is alive, two runners are touching a base, the following runner shall be out when tagged and the preceding runner is entitled to the base, unless Rule 5.06(b)(2) applies."

OBR 5.06(b)(2), in turn states that in the specific case of a force play, it is the following/trail runner who is entitled to the base and not the preceding/lead runner, since the force play, well, forces, the following runner to advance.

The MLB Umpire Manual makes it even easier to understand: "If two runners are touching a base at the same time, the following runner is out when tagged (unless, of course, the lead runner is forced)."

Thus, when U3 Beck called preceding runner R3 Belt out on the tag, on a non-force play, this was the incorrect runner to call out. After the play, HP Umpire Dan Iassogna and crew met to correct the incorrect ruling and properly declare R2 Chapman out, placing R3 Belt back on third base.

A few innings later, HP Umpire Iassogna had to remind Blue Jays manager John Schneider during a mound visit with pitcher Alek Manoah that his pitching coach, Pete Walker, had already made a mound visit to Manoah earlier that inning, requiring Manoah's removal from the game for Schneider's second trip to the same pitcher during the same inning.

To cover all bases, that rule is OBR 5.10(l)(2): "A second trip to the same pitcher in the same inning will cause this pitcher's automatic removal from the game."

Eye of Iassogna - Keeping an Eye Everlasting on the Ball

Just minutes into Game 1 of the #Guardians-#Yankees American League Division Series in New York, ALDS Crew Chief and 2B Umpire Dan Iassogna called Cleveland baserunner Amed Rosario safe on an attempted steal of second base after Yankees third baseman Josh Donaldson dropped the ball.

With a 1-2 pitch to batter Jose Ramirez, and the Yankees employing a shift with three infielders on the right side of second base—which will be illegal beginning in 2023—2B Umpire Iassogna prepared for a potential stolen base attempt. As Ramirez swung at and missed pitcher Gerrit Cole's 98-mph fastball, Rosario ran toward second base, sliding in as the shifted-over Donaldson ran by to stab at the ball and tag.

As the play developed and fielder Donaldson's momentum took him toward right field, U2 Iassogna stuck with the action area of the play, following the path of the baseball, which had come loose after Donaldson's glove made contact with Rosario's helmet.

After confirming the dropped ball, Iassogna nonchalantly signaled the runner safe. This might sound like a simple call—the ball is rolling on the infield dirt after all—but mechanically, it's easy to lose one's timing and officiate such a play too early by giving a premature out signal. Instead, Iassogna remained patient, and was thus able to practice baseball's General Instructions to Umpires (Official Baseball Rule 8.00):

"Keep your eye everlastingly on the ball while it is in play. It is more vital to know just where a fly ball fell, or a thrown ball finished up then whether or not a runner missed a base. Do not call the plays too quickly, or turn away too fast when a fielder is throwing to complete a double play. Watch out for dropped balls after you have called a player out."

With one out and two on (R2, R3), Phillies batter JT Realmuto hit a 1-1 sinker from Nationals pitcher Steve Cishek for a ground ball up the middle scoring both Nationals baserunners after a collision beyond second base between Phillies baserunner R2 Rhys Hoskins and Nationals shortstop Luis Garcia, ruled obstruction (type 2) by 3B Umpire Bacon, who awarded R2 Hoskins home plate, scoring a run. Replays indicate the collision occurred as shortstop Garcia dove for, and was in the act of fielding, the batted ball; therefore, the right-of-way rules give fielder Garcia priority consideration pursuant to Official Baseball Rule 6.01(a)(10). This is interference by the runner, the call was incorrect.* At the time of the ejection, the Phillies were leading, 8-6. The Phillies ultimately won the contest, 8-7, in 10 innings.
