MLB Ejection 020 - Marty Foster (1; Pat Murphy)

Two innings after Brewers manager Craig Counsel argued an obstruction call at first base, 1B Umpire Marty Foster ejected Brewers bench coach Pat Murphy (check swing) in the top of the 4th inning of the #Brewers-#Marlins game. With two out and none on, Marlins batter Sandy Alcantara squared to bunt a first-pitch sinker from Brewers pitcher Eric Yardley for a called first ball by HP Umpire Mike Muchlinski, affirmed as no swing on appeal by 1B Umpire Foster. Play was reviewed and adjudicated by the UEFL Appeals Board (8-0), the call was incorrect. At the time of the ejection, the game was tied, 2-2. The Marlins ultimately won the contest, 6-2.

As for the 2nd inning obstruction call when Marlins batter-runner Isan Diaz reached on an error by Brewers pitcher Zack Godley, by the letter of the rule, this was obstruction. The definition of obstruction is "the act of a fielder who, while not in possession of the ball and not in the act of fielding the ball, impedes the progress of any runner." After fielding the ball, as soon as Godley threw/lobbed the ball to first base, the pitcher was no longer in possession of the ball nor in the act of fielding the ball.

Because runner Diaz had to slow down or modify a stride to first base as a result of Godley standing ahead of him, this is an act of impeding the progress of the runner and, thus, obstruction. There is no "common sense says Diaz would have been out at first base anyway" provision for this brand of obstruction; because a play was being made on Diaz at the time of obstruction (and Diaz was also a batter-runner prior to reaching first base), Official Baseball Rule 6.01(h)(1) [Obstruction Type 1 or Type A] requires the umpire to award the obstructed runner "at least one base beyond the base he had last legally touched before the obstruction" (in this case, Diaz was awarded one base [first base]).

Had this been a case of a runner obstructed while no play was being made on said runner (including a batter-runner who had already reached first base), it would have qualified for OBR 6.01(h)(2) [OBS Type 2 or Type B]'s enforcement, which allows umpires to "nullify the act" using judgment and common sense: if this was a Type 2/B call, all else equal, Foster could have "nullified the act" and, having adjudged that Diaz would likely be out had the obstruction not occurred, called Diaz out; however, OBS Type 1/A does not allow for this manner of judgment call. Finally, the runner is permitted to establish their own base path: whether the runner is running to the left of the foul line/on the infield grass does not apply to this play as this is not a case of potential runner's lane interference.

*Rusin's continuous motion is legal if he pitches from Windup Position, but illegal with runners on base (a balk) if delivered from Set Position as a pitcher must stop with runners on base when bringing hands together (coming set) if using Set Position. Relevant Rule is 5.07(a) in 2015 OBR, or 8.01 in 2014 OBR.
Windup Position: Established by (1) facing the batter, (2) pivot foot in contact with pitcher's plate/rubber, (3) the other foot is free. The free foot may be placed on the rubber, in front of the rubber, behind the rubber, or off to the side of the rubber. "From this position any natural movement associated with his delivery of the ball to the batter commits him to the pitch without interruption or alteration."
Set Position: Established by (1) facing the batter, (2) pivot foot in contact with pitcher's plate/rubber, (3) other for in front of pitcher's plate, (4) holding the ball with both hands in front of his body and coming to a complete stop. A pitcher may not come Set after starting in Windup.
The Stretch: If a pitcher makes "any natural preliminary motion," he shall assume Set Position before delivering the ball to the batter.
In other words, a natural movement associated with delivery of the ball to the batter is a component associated with Windup Position; a natural preliminary motion that is distinct from a natural movement associated with delivery is a component of Set Position.
From the MLB Umpire Manual: A pitcher may assume Windup Position by "facing the batter, hands apart, pivot foot in contact with the rubber, other foot free." Both feet must be squarely on the ground, and the pitcher is not required to assume a stationary position ("pause") before delivery if "any natural movement associated with the start of [his] delivery committees the pitcher to pitch."
In other words, Tumpane called Rusin for a no-stop balk which would be the proper call had Rusin pitched out of Set Position. The decision to reverse the call was made after the crew determined Rusin was actually in Windup Position and, thus, not required to stop (and actually obliged by rule not to stop).
Note About Rules Differences (NFHS/NCAA/OBR): Pat Murphy, having last managed at the "big league" level (D1 or MLB) under NCAA rules, may be unfamiliar with the professional designation regarding Windup and Set-related balks. For instance, NFHS put out a POE on balking illegal hybrid stances while NFHS Rule 6.1.2 has umpires draw an imaginary line through the front edge of the pitcher's plate to determine whether the free foot is legally positioned (it must be even with or behind the line), while prior to 2015, NCAA Rule 9-1-a specifically stated in regards to Windup Position that, "The pitcher’s entire free foot shall not be in front of the pivot foot." Only in 2015 did NCAA change its rule to "with the other foot free." OBR/Pro obviously does not have the "not be in front of" restriction (quite the opposite, it explicitly allows the free foot to be placed in nearly any place relative to the pivot, and has for many years). This is one of several key rules differences that until very recently existed between College/Pro and still does exist between High School and the higher levels. In fact, when the NCAA Rules Committee changed Rule 9-1-a prior to 2015, it wrote in its rationale that the "other foot free" proposal "aligns more closely with the MLB pitcher windup position rule."

MLB Ejection 156: Tony Randazzo (1; Pat Murphy)

HP Umpire Tony Randazzo ejected Padres Interim Manager Pat Murphy for arguing a ball four call in the top of the 4th inning of the Reds-Padres game. With two out and one on, Reds batter Billy Hamilton took a 3-2 fastball from Padres pitcher Ian Kennedy for a called fourth ball. Replays indicate the pitch was located over the inner half of home plate and below the hollow of the knee (px .434, pz 1.505 [sz_bot 1.600]), the call was correct. At the time of the ejection, the Reds were leading, 1-0. The Padres ultimately won the contest, 2-1.

HP Umpire Fieldin Culbreth ejected Padres Interim Manager Pat Murphy and 1B Umpire Jim Reynolds ejected Padres RF Matt Kemp for arguing a strike three (check swing) call by Culbreth in the top of the 8th inning of the Padres-Giants game. With none out and two on, Padres batter Clint Barmes attempted to check his swing on a 1-2 curveball from Giants pitcher Madison Bumgarner. Play was reviewed and adjudicated by the UEFL Appeals Board (7-0-0), the call was correct. At the time of the ejection, the Giants were leading, 2-0. The Padres ultimately won the contest, 3-2, in 11 innings.
