Broadcasters Baffled by Balk as Mets Throw Off Base

When A's pitcher José Leclerc threw to third baseman Gio Urshela playing off of third base, 3B Umpire Nick Mahrley called a balk, leading Mets broadcaster Gary Cohen to declare, "That's a bad call." Fact Check: It was the correct call, as an uncovered base is treated differently by baseball's balk rules.

With one out and one on (R3), A's pitcher Leclerc threw to third baseman Baty to try and hold Mets baserunner R3 Tyrone Taylor at third base. Baty was not covering third base at the time and the throw was directed to him, not to the base. Accordingly, 3B Umpire Mahrley ruled a balk for violation of Official Baseball Rule 6.02(a)(2), and awarded Taylor home, scoring a run, bringing A's manager Mark Kotsay out of the dugout to argue.

OBR 6.02(a)(2) states, "if there is a runner, or runners, it is a balk when the pitcher, while touching their plate, feints a throw to first or third base and fails to complete the throw."

We then reference the MLB Umpire Manual interpretation of this rule, which states, "The pitcher shall be charged with a balk if, while in contact with the rubber, they throw to a fielder who is either in front of or behind first or third base and obviously not making an attempt at retiring the runner at that base. However, there is no violation if the pitcher throws the ball directly to first or third base in this situation."

Flashback: On August 10, 2008, 1B Umpire Tim Welke called a balk when Yankees pitcher Andy Pettitte threw to unsuspecting first baseman Richie Sexson playing in for a bunt attempt, resulting in Angels baserunner Chone Figgins advancing to second base (and R2 Mike Napoli to third).

Thus, when pitcher Leclerc threw to fielder Baty off of third base but not anticipating the throw in an attempt to retire the runner at third base, he violated OBR 6.02(a)(2) by failing to complete a throw directly to third base, instead throwing to a fielder not at the base.

It is important to note that OBR 6.02(a)(2) applies to first and third base, but not second base. Had this play occurred at second base, it would not have been a violation of the balk rule.

Teachable - Catcher's Interference on a Check Swing

In our latest Ask the UEFL turned Tmac's Teachable Moments, we answer the question, "can you have catcher's interference on a check swing?" As Tmac explains, yes such a call is possible and we visit HP Umpire Nick Mahrley in Seattle for an example of such a play.

After Mariners batter Tom Murphy attempts to check his swing on a 1-2 offering from White Sox pitcher Dallas Keuchel, HP Umpire Mahrley hears two sounds as the baseball enters catcher Yasmani Grandal's mitt as immediately calls "Time" to acknowledge the dead ball.

As we view the play in slow motion, it becomes apparent that the batter's bat made contact with the catcher's mitt and we turn to the rulebook for an answer.

The Official Baseball Rule's definition for interference states, "defensive interference is an act by a fielder that hinders or prevents a batter from hitting a pitch" and as we wrote in Case Play 2018-3, a batter need not actually swing for catcher's interference to be called. In this situation, the batter's check swing is arrested by contact with the catcher's paraphernalia before the catcher actually catches the pitch, suggesting that interference did indeed occur.

CI is enforced through OBR 6.01(c) ("batter becomes a runner and is entitled to first base without liability to be put out; if a play follows the interference, the manager of the offense may advise the plate umpire that he elects to decline the interference penalty and accept the play").

Tmac's Teachable Moments - Selling the Call

In this edition of Tmac's Teachable Moments, we discuss the very realistic possibility of when things don't go as planned. Without replay and likely umpiring in a 2-man or 3-man umpiring system at best, what happens at our levels when a play isn't straightforward, when it isn't routine?

Today's Teachable is about selling the call.
Well, we follow the advice of Randolph and Mortimer Duke in Trading Places: "Get back in there at once and sell, sell!"

Too often these days, we're seeing umpires on very close plays—ones that quite frankly could go either way—soft selling their calls.  That may work for guys in MLB, but it just doesn't fit with what you need to do to have credibility and believability at the amateur and/or non-replay levels.

Today we take a play from a MLB game last week and flip it into the amateur prism: With a runner on first and two outs, the batter ropes a line drive to the left field wall.

The runner slides sideways into home plate.
It looks like we're going to have a play at the plate when all of a sudden the relay throw is a two-seamer with a lot of run. The catcher slides to the left while the runner, who would usually be sliding in the direction of the back of the plate, makes half of an adjustment and slides sideways.

In the words of Hawk Harrelson, "You've got to be bleeping me."

The catcher tags the lower leg of the runner, but at :52 seconds we get a look at the two big things we can control: our positioning and our mechanic (voice and signal).

Plate umpire Mahrley signals the runner safe.
Our plate umpire here is Nick Mahrley, who does an excellent job in getting to and staying in the place where he believes the tag will come to him off the catcher's right shoulder. Whacker safe mechanics are really tough and Mahrley's is excellently timed and one heck of a sell.

I watched this play upwards of twenty times and can't honestly tell you if the catcher tagged the back leg before the front leg was on the plate, but what I can tell you that if you take this positioning and sell your call then you will be in great shape. In this case I believed what Mahrley was selling.

So, our takeaways here are do your best to get to the best possible view, and when you have a close play, get in there and SELL SELL SELL!! Until next time: Happy Umpiring!!

Commentary - Cubs Score on HP Collision Violation

In this edition of Commentary Critique, we visit Chicago, where Replay Review overturned HP Umpire Nick Mahrley's call that Phillies catcher Andrew Knapp tagged out Albert Almora Jr., finding Knapp violated MLB's collision rule by blocking home plate without possession of the ball.

Replay overturned an out call at home plate.
The Play: With one out and the bases loaded, Cubs batter Anthony Rizzo hit a fly ball to Phillies left fielder Dylan Cozens, who threw home as Cubs baserunner R3 Almora tagged from third base, resulting in a play at the plate wherein Knapp tagged Almora prior to Almora's touch of home.

The Call & Challenge: Initially ruled out by HP Umpire Mahrley, the ruling was overturned to safe as a result of a violation of Rule 6.01(i), which is the Official Baseball Rule for home plate collision abatement.

Commentary Critique, Statement: During the Replay Review, Cubs television broadcasters Len Kasper and Jim Deshaies stated, "The catcher has the right to block the plate once he has the ball...and the baserunner in that instance has the right to hit the catcher," "There's no question the block impeded his ability to get there, which is only his job if the case where he already has the ball," and, "the block absolutely is the reason that he didn't score."

Commentary Critique, QOC: This statement is mostly accurate (QOCY). Knapp illegally blocked the plate.

The Rule: The relevant rule is 6.01(i)(2), which states the following relevant information:
Unless the catcher is in possession of the ball, the catcher cannot block the pathway of the runner as he is attempting to score. If, in the judgment of the umpire, the catcher without possession of the ball blocks the pathway of the runner, the umpire shall call or signal the runner safe. Not withstanding the above, it shall not be considered a violation of this Rule 6.01(i)(2) if the catcher blocks the pathway of the runner in a legitimate attempt to field the throw (e.g., in reaction to the direction, trajectory or the hop of the incoming throw, or in reaction to a throw that originates from a pitcher or drawn-in infielder). In addition, a catcher without possession of the ball shall not be adjudged to violate this Rule 6.01(i)(2) if the runner could have avoided the collision with the catcher (or other player covering home plate) by sliding.

Rule 6.01(i)(2) Comment provides additional clarity: "A catcher shall not be deemed to have violated Rule 6.01(i)(2) unless he has both blocked the plate without possession the ball (or when not in a legitimate attempt to field the throw), and also hindered or impeded the progress of the runner attempting to score. A catcher shall not be deemed to have hindered or impeded the progress of the runner if, in the judgment of the umpire, the runner would have been called out notwithstanding the catcher having blocked the plate."

HP collision is still legal in certain situations.
Analysis: The catcher may legally block a runner's access to home plate under just four circumstances: 1) The catcher is in possession of the ball, 2) the catcher is not in possession of the ball, but blocks the runner's path in a legitimate attempt to field the throw, 3) a collision occurs, and the runner could have avoided the collision by sliding, or 4) the catcher without possession of the ball has not hindered or impeded the runner.

Accordingly, a legal home plate collision may occur when a catcher blocks access to home plate and a runner opts to run into the catcher rather than attempting to avoid the collision by sliding, provided the runner has not deviated from his direct pathway to home plate for the purpose of initiating contact with the defensive player at home plate.

The Cubs previously were called for a violation of the catcher's home plate collision rule during the 2017 postseason, resulting in Manager Joe Maddon's ejection for arguing the Replay Official's decision that catcher Willson Contreras illegally blocked baserunner Charlie Culberson's pathway to home plate. As was the case with Knapp on Thursday, last October's call against Contreras also involved a catcher extending his leg in an attempt to block the runner from touching home plate.

Catcher Knapp blocks the runner at home plate.
In this play, Knapp 1) does not have possession of the ball, 2) does not extend his leg in a legitimate attempt to field the throw (in other words, his leg position isn't part of a legitimate attempt to field a throw...the throw didn't take his leg into the runner), 3) the runner slid, and 4) the catcher impeded the runner by placing his leg/foot in the runner's pathway after the runner began to slide and before the catcher received the throw.

With none of the four exemptions applicable to this play, it was properly overturned to a violation and the runner was permitted to score.
