Analysis as Replay Overturns Eddings' Transfer Call at 2B

Rules Review - Passing a Base Requires Two Feet

The issue of passing a base took center stage when Replay Review confirmed 2B Umpire Doug Eddings' denial (safe call) of Philadelphia's appeal that alleged Marlins baserunner R1 Charles Leblanc passed and failed to retouch second base on a fly ball to right fielder Nick Castellanos and so that'll make it a 4-0 ballgame.

With none out and one on (R1 Leblanc), Marlins batter Bryan De La Cruz hit a fly ball to Castellanos in right field; with Leblanc running on the pitch, he arrived at second base before turning around to go back to first base to tag up. After the play, the Phillies appealed that Leblanc failed to properly retouch second base on his way back to first base, and that's where our past/prior rules discussion comes in.

In 2017, we discussed this same issue when Giants runner Brandon Belt was called out for running past second base on a similar fly-ball-to-the-outfield play, and, to summarize, the key concept is whether or not both of the runner's feet have passed the base in question before said runner has begun their retreat to a previous base.

The MLB Umpire Manual holds the key to unlocking Official Baseball Rule 5.06(b)(1) (the retouch rule) and states: "A runner is considered to have passed a base if they have both feet on the ground beyond the back edge of the base or beyond the edge of the base in the direction to which they are advancing."

Replays indicate first baseman Hoskins appeared to possess the ball upon tagging first base prior to Frazier's arrival, but dropped the ball as his glove collided with Frazier's leg; the 20-second Replay Review decision clock expired prior to Girardi's request to challenge the play, the call was irrecusable. 2021 UEFL Award for Disappointing Season - Doug Eddings

The Umpire Ejection Fantasy League's 2021 Postseason Award recipient for Most Disappointing Season is Doug Eddings (88) [2020 Winner: Rob Drake]).

Voting Results (Top 3): Eddings (13.1%), Angel Hernandez (12.5%), Hunter Wendelstedt (6.9%).

The UEFL Awards as defined in Rule 4-4 begin with Most Disappointing Season, below, and continue with Most Improved, Fill-In, Crew Chief, Honorable, Promising, Ejection(s) of the Year and concluding with Umpire of the Year. 209 total ballots were cast during this year's nominations process.

Doug Eddings receives 2021's Most Disappointing Season Award.

Eddings, it should be noted, received a postseason assignment in the form of Game 5 HP Umpire for the Dodgers-Giants NL Division Series, in which Eddings called a respectable 97.7%, the second-highest score of that NLDS (Pat Hoberg Gm 4 was highest [97.9%]).

Yet, as JD wrote in nominating Eddings for this award, "I'll be straightforward, this was an awful year in all optics for him...his body language out there at times made it seem like he wasn't enjoying himself or the profession." NoahYingling noted recency bias may have played a role, as Eddings' first half appeared stronger than the second half.

Eddings concluded 2021 with eight ejections and featured prominently in Crew Chief Bill Miller's late September ejection of Cardinals manager Mike Schildt following an infield fly rule/changed out/safe/"Time" play in which both Miller and 3B Umpire Gabe Morales signaled an infield fly on a batter's R1-R2, one-out fair pop fly in front of third base, but 2B Umpire Eddings nonetheless ruled R1 out on a (non-existent) force play when the defense tagged second base.

During that ejection, commenter John noted that due to the ejection's very-late-season occurrence, "I'm not sure that we can assume that Eddings won't get any playoff games. While this call is BAD it's already been mentioned that the playoff list for the WC and divisional series has already gone out to the selected umpires."

With one out and two on (R1, R2), Cubs batter Frank Schwindel hit a 1-0 slider from Cardinals pitcher Giovanny Gallegos in the air along the third-base line, dropped in fair territory and ruled an infield fly as Cubs baserunners R2 Austin Romine advanced to third base and R1 Rafael Ortega advanced to second base. Replays indicate the batted ball fit the criteria of an infield fly (less than two out, R1 & R2, fair fly ball that could have been caught by an infielder employing ordinary effort) and that the Cardinals fielders tagged the bases, as in a force play, instead of tagging the runners, but also tagged Cubs runner Ortega after Ortega stepped off second base; although 2B Umpire Eddings called "Time" prior to the tag out (and no runner may be tagged out in this fashion while the ball is dead), the play was not subject to being declared dead in accordance with OBR 5.12 (Calling "Time"), the call was incorrect. At the time of the ejection, the Cardinals were leading, 4-2. The Cardinals ultimately won the contest, 4-2.

Red Sox vs Blue Jays - Missed Base & Missed Appeal

Saturday's #RedSox-#BlueJays game in Toronto featured an interesting Replay Review challenge care of Blue Jays manager Charlie Montoyo after Red Sox batter-runner Alex Verdugo appeared to miss first base as Jays 1B Lourdes Gurriel also missed the base, at least initially. Appeal play says what?

Play: With one out and two on (R1, R2), Boston batter Verdugo hit a ground ball to Toronto third baseman Santiago Espinal, who threw to second baseman Marcus Semien to retire baserunner R1 Jonathan Arauz. Semien's throw to first base in an attempt to complete the double play was low and as first baseman Gurriel reached to catch the baseball, he broke contact with first base. Meanwhile, as Verdugo ran past first base, he too failed to touch the base. Gurriel, pivoting around to check on the remaining baserunner R2 Bobby Dalbec, then inadvertently touched first base with his foot while holding the baseball in glove.

Call: 1B Umpire Doug Eddings ruled Verdugo safe at first base, a call confirmed via Replay Review. But if Verdugo didn't touch first base, why was the call confirmed?

Rules Review & The Question of Timing: Though it may surprise some fans, Official Baseball Rule 5.05(b)(3) Comment governs this play and has been on the books for decades: "If the batter-runner misses first base, or a runner misses their next base, they shall be considered as having reached the base."

There you have it—Montoyo's challenge was about the safe/out call at first base, but, by rule—OBR 5.05(b)(3) to be precise—the runner is deemed to have reached the base, and this action occurred prior to the defense tagging first base.

This is a situation in which the runner's touch is, surprisingly, not relevant whereas the fielder's touch (to signify a tag of the base) is of tantamount importance.

Missed Base Appeal (No Appeal Filed): Instead, we now have a situation of a runner missing a base, which, pursuant to OBR 5.09(c)(2) is an appeal play: "Any runner shall be called out, on appeal, when—With the ball in play, while advancing or returning to a base, they fail to touch each base in order before they, or a missed base, are tagged."

Gurriel's foot inadvertently touching/tagging first base is not a valid appeal. In order for Gurriel's appeal to be valid, Gurriel would have had to signal the umpire that he was specifically appealing Verdugo's failure to touch first base. Because Toronto failed to file a valid appeal before Verdugo returned to touch first base after having overrun it, Verdugo is deemed to have corrected his missed base infraction pursuant to the MLB Umpire Manual's "last time by" interpretation in which a runner corrects an infraction committed seconds earlier at the same base by running the bases properly (e.g., touching  the base) on his "last time by" the base (or in this case, more of a "last time standing on" scenario).

TLDR: Verdugo beat the play at first base and was ruled safe via Replay Review pursuant to OBR 5.05(b)(3). Toronto failed to appeal Verdugo's failure to touch first base, as in OBR 5.09(c)(2), and Verdugo corrected the missed base infraction by returning to first base prior to a defensive appeal (which was never filed).
