MLB Instant Replay Review 115: Tim Welke (01)

Instant Replay Review overturned HP Umpire Tim Welke's out (Rule 7.13 violation no-call) in the bottom of the 3rd inning of the Phillies-Rockies game. With none out and one on, Rockies batter DJ LeMahieu hit a 0-1 sinker from Phillies pitcher Kyle Kendrick on the ground to left fielder Domonic Brown, who threw to second baseman Chase Utley to catcher Carlos Ruiz as Rockies R1 Nolan Arenado arrived at home plate. Upon Instant Replay Review as the result of a request by Rockies Manager Walt Weiss and initiation by Crew Chief Welke, Welke's ruling that Ruiz did not violate Rule 7.13 in not blocking access to home plate without the baseball was reversed, the call was incorrect.* At the time of the review, the contest was tied, 0-0.
