With none out and one on, White Sox baserunner Luis Robert Jr attempted to steal second base on a 2-2 changeup from Rangers pitcher Michael Lorenzen, resulting in a foul tip by White Sox batter Andrew Benintendi. Replays indicate Rangers catcher Jonah Heim initially caught the batted ball before losing it on the post-catch transfer/exchange attempt, the call was correct. MLB Ejection 012 - Edwin Moscoso (1; Aroldis Chapman)

HP Umpire Edwin Moscoso ejected Pirates pitcher Aroldis Chapman (balls/strikes; QOCY) in the bottom of the 8th inning of the #Pirates-#Mets game. With none out and none on, Mets batter Francisco Alvarez struck out, Jeff McNeil struck out but advanced to first on a wild pitch by Chapman, DJ Stewart walked, both runners stole bases, and Harrison Bader doubled to score both runners. During Chapman's appearance prior to ejection, Moscoso officiated 14-of-15 callable pitches correctly (93.3%), the call was correct.*

With two out and none on, Peña hit a 1-2 slider from Orioles pitcher Grayson Rodriguez on the ground to shortstop Gunnar Henderson, who threw to first baseman Ryan Mountcastle as Peña arrived at first base. Baltimore was out of challenges, having lost a manager's challenge earlier in the game. Replays indicate the batter-runner's foot contacted first base prior to the ball contacting the fielder's glove, the call was correct. At the time of the ejection, the Orioles were leading, 6-2. The Astros ultimately won the contest, 7-6.

No-Hitter (Perfect Game) - Edwin Moscoso (Germán)

HP Umpire Edwin Moscoso called #Yankees pitcher Domingo Germán's no-hitter (a perfect game) vs the #Athletics in Oakland, joined by 1B Umpire Nate Tomlinson, 2B Umpire Jordan Baker, and 3B Umpire and Crew Chief Chris Guccione.

Moscoso officiated Germán's perfect game with a net accuracy of 95.8%.

This is Edwin Moscoso's first career MLB no-hitter.

A Circus Play in LA as Giants-Dodgers Run Rules Gamut

Perhaps most known for a circus play in the 11th inning featuring Casey Schmitt's dropped fly ball, Jakob Junis' wild throw, and baserunning blunders by Michael Busch and Mookie Betts, Friday's Giants-Dodgers game in LA ran the rules gamut for umpire David Rackley's crew, with a light failure during live play and a balk vs "starting from scratch" vs disengagement issue scattered about a game that begin with Dodgers rookie pitcher Emmet Sheehan throwing six no-hit innings before being pulled for a bullpen that gave the game away.

In the bottom of the 5th, the stadium lights went out during JD Martinez's fly ball double off the left field wall, preventing Giants shortstop Brandon Crawford from catching left fielder Michael Conforto's relay throw as Dodgers baserunner Betts scored and Will Smith rounded third base, 1B Umpire Chris Segal looking exasperated as the lights went out. Although the stadium lights were shut off due to a trigger-happy operator incorrectly assuming Martinez's fly ball was a home run, this nonetheless falls under the light failure part of the rulebook.

Official Baseball Rule 5.12(b)(2) states the ball becomes dead when an umpire calls "Time" and that an umpire may call "Time" during live play "when light failure makes it difficult or impossible for the umpires to follow the play." Although the rule does not specify how to remedy the situation, elastic clause OBR 8.01(c) ("Each umpire has authority to rule on any point not specifically covered in these rules") allows umpires to use their discretion to resolve the issue of light failure during play. In this case, R3 Betts scored prior to the lights going out (or, at least, prior to Crawford receiving the throw) but had R1 Smith, on third base, attempted to run home as a result of Crawford dropping the ball, the most likely outcome would be to call "Time" and place Smith back on third base.

In the top of the 8th, Giants batter Mike Yastrzemski requested "Time" from HP Umpire Nate Tomlinson as Dodgers pitcher Tayler Scott appeared to prematurely stop his motion from stretch to come set. Although this could have been a start-stop balk call, OBR 5.04(b)(2) Comment, if the umpire deemed Yastrzemski's time request caused the pitcher to stop, states, "Both the pitcher and batter have violated a rule and the umpire shall call time and both the batter and pitcher start over from “scratch.”"

Finally, in the bottom of the 11th, the entire crew got involved on a wild play when Dodgers batter Betts hit an infield pop fly that was dropped by Giants third baseman Schmitt, thrown wildly past first base and to the outfield wall in foul territory by pitcher Jakob Junis, and resulted in Dodgers baserunner R3 Michael Busch being tagged out beyond third base as a baserunning blunder led to a rundown.

HP Umpire Edwin Moscoso ejected Yankees manager Aaron Boone (ball two call; QOCN) in the top of the 3rd inning of the #Orioles-#Yankees game. With two out and two on, Orioles batter Gunnar Henderson took a 1-1 sweeper from Yankees pitcher Clarke Schmidt for a called second ball. Replays indicate the pitch was located over the outer edge of home plate and thigh-high (px -0.74, pz 2.27), the call was incorrect. At the time of the ejection, the game was tied, 0-0.

With two out and one on, A's batter Pinder hit a 1-2 changeup from White Sox pitcher Johnny Cueto on a fly ball down the left field line, ruled a foul ball by 3B Umpire Moscoso and upheld as foul by Replay Review as the result of a manager's challenge by A's manager Mark Kotsay. Replays indicate the ball did not appear to make contact with the foul line upon its first touch of the ground, the call was correct. At the time of the ejection, the game was tied, 1-1. The A's ultimately won the contest, 10-3.

With two out and the bases loaded, Orioles batter Brett Phillips attempted to check his swing on a 1-0 sinker from Pirates pitcher Yohan Ramirez, ruled a ball by Moscoso and a swinging strike on appeal by 3B Umpire Chris Conroy working from C position to the shortstop side of second base due to this game being played with a crew of three umpires. Play was reviewed and adjudicated (6-0) by the UEFL Appeals Board, the call was CORRECT. At the time of the ejection, the Orioles were leading, 1-0. The Orioles ultimately won the contest, 1-0.

Ask UEFL - Tampa Flinches as Cincinnati Walks Off on Balk

As quickly as a glove rises and falls, Cincinnati won its extra-inning game against Tampa Bay thanks to a walk-off balk by Rays pitcher Matt Wisler, but was HP Umpire Edwin Moscoso's call the correct one? In this Ask the UEFL, we thumb through MLB's rulebook concerning legal and illegal pitching actions, with a specific point of emphasis on start-stop balks.

Play: With one out and runners at the corners for Cincinnati in the bottom of the 10th inning of a tied ballgame, umpire Moscoso called Tampa pitcher Wisler for a game-ending balk based on the premise of start-stop, or failing to go directly from the stretch to set position.

Result: The balk-off's base award Reds runner Mark Kolozsvary to score from third, and brought Rays manager Kevin Cash out for a brief discussion with Moscoso, 2B Umpire Lance Barrett, and 3B Ramon De Jesus; Cash left the conversation before Crew Chief Alfonso Marquez arrived. Upon arriving, Marquez convened the crew to affirm the call before leaving the field.

Rule
: Official Baseball Rule 5.07(a)(2) [The Set Position] indicates the requirement to move from stretch to set in a fluid motion: "Before assuming Set Position, the pitcher may elect to make any natural preliminary motion such as that known as 'the stretch'...Preparatory to coming to a set position, the pitcher shall have one hand on his side; from this position he shall go to his set position as defined in Rule 5.07(a)(2) without interruption and in one continuous motion."

Rules Analysis: It is this "without interruption and in one continuous motion" language that is often associated with OBR 6.02(a)(1)'s "makes any motion naturally associated with his pitch and fails to make such delivery" rule concerning balks, and is colloquially known as a "start-stop" balk.

Although the balk rule's comment discusses the intent of the rule relative to preventing deception of the base runner, we analyze this play from the perspective of OBR 5.07(a)(2) and 6.02(a) proper.

Longtime umpire school operator and instructor (and former major league umpire) Jim Evans, formerly of the Jim Evans Academy for Professional Umpiring, previously criticized the Official Baseball Rules themselves as an "anachronism" in the sense that a number of rules are simply outdated, obsolete, and the book itself is fairly disorganized and somewhat confusing.

Case in point: The start-stop balk rule. Before we talk about the specific TB-CIN play, we first must figure out if failing to go from stretch-to-set without interruption and in one continuous motion is, itself, a balk. There are two trains of thought here, and neither has been officially endorsed as correct or incorrect.

> Analysts led by Evans have stated that a start-stop in the stretch-to-set pre-delivery period is eligible for a balk call, deeming the infraction a "common practice balk."
> Others have stated a start-stop in the stretch-to-set pre-delivery period is not eligible for a balk call because it does not explicitly fall under the OBR 6.02(a) balk rules, deeming the infraction a "don't do that" offense with no actual penalty.

Play Call Analysis
: Regardless of which theory you subscribe to (sidebar: and it's wild that such a chasm even exists for such a rule that could be cleared up if the rules committee were to simply address it once and for all), pitcher Wisler appeared to move his glove in a way ordinarily seen when a pitcher asks for the catcher to repeat signs or requests new signs. Thanks to MLB's anti-sign-stealing technology, the catcher no longer drops visual signs, but instead punches them into a device on his arm, so even though we don't see the catcher giving physical signs, that doesn't mean he isn't sending them digitally.

Umpire Moscoso interpreted Wisler's action in raising then lowering the glove to the hip, however, as a start-stop from stretch-to-set, and thus balked it a violation of OBR 5.07(a)(2)"s "without interruption and in one continuous motion" rule. Which, again, may or may not actually be a balk.

HP Umpire Edwin Moscoso ejected Yankees pitching coach Matt Blake (strike two call; QOCY) in the bottom of the 9th inning of the #BlueJays-#Yankees game. With none out and none on, Yankees batter Luke Voit took a 0-1 fastball from Blue Jays pitcher Jordan Romano for a called second strike. Replays indicate the pitch was located over the outer half of home plate and at the hollow of the knee (px 0.23, pz 1.63 [sz_bot 1.60 / RAD 1.48 / MOE 1.39]), the call was correct.* At the time of the ejection, the Blue Jays were leading, 6-3. The Blue Jays ultimately won the contest, 6-3.

Replays indicate the pitch was located over the outer half of home plate and at the midpoint (px -0.30, pz 3.38 [sz_top 3.32 / RAD 3.44 / MOE 3.53]), the call was correct. At the time of the ejection, the Marlins were leading, 2-0.

In the 9th, with two out and one on (R2), Reds batter Kyle Farmer took a 1-1 sinker from Marlins pitcher Dylan Floro for a called second strike. Replays indicate the pitch was located over the outer half of home plate and at the hollow of the knee (px 0.63, pz 1.52 [sz_bot 1.53 / RAD 1.41 / MOE 1.32), the call was correct. 2020 UEFL Award for Triple-Digit Rookie - Edwin Moscoso

Edwin Moscoso wins the Triple-Digit Rookie Umpire Award for 2020 [2019: N/A]
Voting Results: Moscoso (32.5%), Jose Navas (12.0%), Junior Valentine (10.5%).

Edwin Moscoso is the Umpire Ejection Fantasy League's 2020 Triple-Digit Rookie Umpire of the Year.

In an unprecedented year with a pandemic and veteran MLB umpire opt-outs, 19 Minor League Umpires made their MLB debuts in a temporary/fill-in capacity during the 2020 season. Of these, Moscoso was the first to appear, working his first MLB game in Los Angeles on July 23.

Moscoso, who finished the season with two ejections, earned praise from UEFL'ers for his situation handling; said Michael, "Outside of the uniform number you would have no idea that he was a 'taxi squad' member," with several commenters opining that Moscoso demonstrated his readiness for the major league level.
